Getting the petitions signed for Marcus Giavanni for the office of Mayor for the City and County of Denver was not as easy as in other cities; who's citizens reach out more aggressively for improving their cities. No disrespect to any of the voters in Denver. This was something we learned whilst getting the required signatures from Denver voters.
We handed in 427 signed signatures, 179 Accepted signatures and 250 Rejected signatures this was far from the normal equation from what was told to us as we just made the kick out point.
We filed on 2011-03-15_Verified_Petition_(with_case_no) with the Denver District Court.
During this time we were given the petitions back with what appeared to be A's (Accepted), and R's (Rejected) listed by each of the signatures on the petitions.
The Election's Office also gave us a Petition Signers Report so we could cross reference all voters records.
For Mayor for the City and County of Denver has voluntarily withdrawn his lawsuit from the Denver District courts.
The reason for this move is that there was not enough time to fight this case and would possibly miss being printed on the ballot.
We had already missed the mail-outs to overseas, per federal guide lines.
We decided to post our findings and notify the voters that were not counted on the petition so everyone can see the severity of the petition count and that their current system should be rejected.
This is just the tip of the iceberg, and as Mayor I would make sure this does not happen to another candidate and that the counts are accepted, and just because the elections office was so busy they could not get an accurate count; this is no acceptable excuse.
This furthers Marcus Giavanni's argument that we have a problem with the current government and how it is run.

I requested to meet with my councilman, as a concerned citizen and what were his thoughts of these damaging videos. He never called me back and when I called him back numerous times Carol always told me he was to busy.
Councilman Charlie Brown you might have pulled a "Lucy" on me, but now everyone knows where the football went?
James Majea and Thomas Downing don't try to intimidate me, as you know now, it won't work with me, you might have everyone else fooled but you have no business running for office!

The Denver Post would like to invite you to answer the following questions on the city budget, which will be published online and in in an upcoming print edition.
These answers will be used for the second installment of our series examining the big issues facing the city.

Q. What solutions do you have to fix the structural problem with Denver's budget, a yawning gap between expenditures and revenues that grows every year? What can the new mayor do to permanently fix the problem?
As Mayor, I will have to start at the root of the problem; it begins with the 11 departments that will make up my cabinet:
1. Department of Public Works 2.Department of Parks and Recreation 3.Department of Finance 4.Department Safety 5.Department of Excise and Licenses 6. Department of Reserved 7.Department of General Services 8.Department of Human Services 9.Department of Aviation 10.Department of Environmental Health 11.Department of Community Planning and Development
We will establish an Electronic Data System (EDS), this will allow the above mentioned to have full access to all these department's budgets and their bank accounts (if applicable). This EDS will allow the following City Officials full access of not only my cabinet, also the remaining departments and agencies throughout:
The EDS will be state of the art in all phases of its application. One such phase will be the introduction of what I call a "Monitoring Platform". If one has ever traded commodities on their own non-managed accounts; you will have seen a trading platform you used to keep up to date on your trades.
Like your trading platform you can establish "Stops" to minimize your losses. Well we will implement this same type of "Stops" on every Department and Agency in the City and County of Denver with automatic notifications going out immediately to the following:
1.Mayor and Cabinet 2.Clerk and Recorder 3.Chief Financial Officer 4.City Attorney's Office 5.Auditor's Office 6.Department of Compliance (coming soon)
Thus protecting these said departments and agencies from exceeding spending limits and going over budget, and automatically cutting off the department and/or agency from their funding; allowing immediate response from the EDS's automated notifications.
In fact, according to a Finance Committee meeting on August 19, 2009 the Auditor Gallagher, told the committee headed by President Councilwoman Jeanne Faatz, Councilwoman Peggy Lehman, Councilwoman Carol Boigon, Councilman Michael B. Hancock.
Gallagher: "We audited 1,000 on call contracts and found that 800 have been started without signatures". Imagine if you owned a business and you had this going on in your daily operations? (Can you say 100 million deficits?)
Most people don't know but it is required by law that all contracts be signed by the following:
The common sense question here is, if these above City Officials? are not signing these contracts as per or City Charter and Municodes of Denver, Colorado; who is giving the ok to start these 800 contracts? (Remember this audit covers only "on call contracts" it gets much worse in other contracts regarding the City and County of Denver.)
In the words of Clay Vogoda from the auditor's office: "If there was a Data System in place would this stop contracts from starting without the required signature; no because we do have to move on things quickly". Is Mr. Vogoda the man responsible for approving the start of 800 contracts without signatures as per our rule of law? (Reference: Channel 8 Denver station archived committee meetings http://denver.granicus.com/ViewPublisher.php?view_id=22 ) This is a clear violation of our City Charter of Denver, Municodes Denver, Colorado. It was during this same meeting Councilwoman Faatz asked Vogoda why this is happening. Clay Vogoda in a total disregard for the law said "I don't know if I could point a finger, and I don't know if I would even if I could". All attending members broke out in a hysterical laugh with Michael Hancock's body movements that show he has no regard for our laws.
What?s disturbing is Councilwoman Faatz saying to Vogoda, ?How can you squirm around in that one size chair? with further laughter. (Can you say Structural Problem with Denver?s Budget?)
Even Gallagher put his 2 cents in: "Madame Chair if I didn't know any better I think he just kissed the Blarney Stone". As Mayor and chief executive officer, my first day in office I will immediately enforce all laws and ordinances; I will conduct a Public Investigation (under the Denver MunicodesPart 2. Powers and Duties of Mayor; 2.2.2, 2.2.3, 2.2.4, 2.2.11 on the Finance Committee and their meeting held on August 19, 2009)
This investigation would cover the following:
1.Chief Financial Officer 2.City Attorney?s Office 3.City Auditor?s Office 4.Councilwoman Jeanne Faatz 5.Councilwoman Peggy Leman 6.Councilwoman Carol Boigon 7.Councilman Michael Hancock 8.Councilman Charlie Brown 9.And all Departments and Agencies regarding contracts with the City and County of Denver.
Our government will not operate in this manner with total disregard of the law and laughing about it make me upset as a citizen.
This is the Structural Problems not only with Denver's Budgets but the individuals that are supposed to keep this from happening; is this public corruption or just bad management, when elected Mayor we will find out.
When we in act this new Electronic Data System, (about 1 year from the day I take office) will move Denver forward as a sustainable structure to operate the infrastructure as per Denver?s City Charter and the Municodes of Denver, Colorado; that no City Official or Employees shall disregard their duties to enforce or comply with all laws.
As Mayor, I want to appoint a new of Department of Compliance; (Title 1, Subtitle B; Article Two, Part Two, 2.2.7, 2.2.8) this Department will make sure that all City Officials, City Council Members, Mayor's Cabinet and all Departments and Agencies are in compliance of all laws. The law firm I would appoint would be Webb & Schtul, LLC attorneys at law, the purpose of this appointment would be for the protection of the citizens, employees and the assets of the City and County of Denver. Web & Schtul would have full access to the Electronic Data System information, and all Department and Agencies records. They will be responsible to set guild lines on just how the above mentioned will follow the rules of Compliance; this would include the way the data is stored and access of said records. Remember, the Department of Compliance will not only set policy for the above mentioned individuals, departments, and agencies; but will also look at different programs, grants and contracts to make sure they are in the best interest of the city and county of Denver. As Mayor, I will do what I say!
Q. Given that more than 70 percent of the city's expenses go to personnel costs, increasing 4 to 5 percentage points per year, what can be done to rein those in?
A.As Mayor, I would have to look at the EDS and the charts it will produce on the imputed data for personnel costs. Then we would apply what I call; Labor Balancing; this program will be used to determine the ratio to the amount of work completed by an hourly basis. There will be a predetermined quote on the amount of labor hours needed to complete a project.
Lets say it takes Public Works 8 hours to complete a day's work per man hour, but an employee is just not working hard enough, and it is taking this person 9 hours to complete; this would be a -1 x 5 = -5 in the labor balancing system.
It is at this point of the first -1 the EDS will send out notifications to all City Officials, Mayor and Cabinet, City Council Members, Departments and Agencies and the Department of Compliance. Now we have an employee that is a +1 in labor hours the same notice goes out to the above mentioned through the Electronic Data System automated notification. This would allow the Department heads to see how is working harder so the employee shall be rewarded; either by an award and bonuses.
This will assure that the slacker employee may be trained by the honored employee so that we have no negative man hours and if the slacker employee is unmotivated, may be moved to a different department or agency or laid-off. (We must have a zero tolerance for laziness and/or slackers.) As Mayor, we will work with Career Services to make sure guild lines are set forth to advance and reward our employees, we will in courage whistle blowing, so slackers beware! This EDS will allow quality assurance that we are keeping a Labor Balanced work force. As my campaign, moves forward I will elaborate more. Q. Will you be willing to raise taxes? Please explain your answer. If not, why? If so, where do you think those taxes should be raised?
A.I believe in the book: The Richest Man in Babylon in this book it speaks how this man paid himself first before anyone else got paid.
I believe do to the implementation of the Denver Metropolis: 12 Year Plan we will need funding for the Electronic Data System and the Department of Compliance and the Public Investigation of various City Officials, Departments and Agencies we will need to raise the sales tax to 10%. As Mayor, I have platforms to increase the revenues of the City and County of Denver to $400-$600 Million by the end of the 12 years; $1.5 billion in 24 years) thus allowing a rebate to the Citizens of the City and County of Denver up to 5 % by 2016. I will explain more as my campaign moves forward, unfortunately I have to be careful of candidates using my ideas ads their own. This is why I waited to enter the race; so my constituents could see what my completion is not saying and then watch them change their platforms to mine! Q. Would you be willing to charge residents for trash pickup? Please explain your answer.
A.Absolutely not, in fact my fellow citizens on Ohm way do not have garbage cans like all the other citizens yet they are paying taxes as if they are receiving garbage pick-up.
This would be like double taxation, hidden on the premise we need to charge for trash pick-up. This is a terrible way to get money from our Citizens and I know of more to come which I will not allow. We just need to get the right Citizens in the right positions; whether voted into office or employed; doing the right job moving Denver on the road to sustainability.
If we don?t have sustainable families; we cannot have a sustainable community. Q. Should the city look into privatizing such amenities, such as recreation centers? Please give more examples of out-of-the-box ideas that would cut costs or raise revenue, or both.
A.I think we should privatize as much of the amenities as we can, OPM (Other Peoples Money) especially the recreation centers. Tax money was used to build these recreation centers; then we want to charge our citizens, (double taxation) I believe that all amenities that have been built for the citizens of the City and County of Denver should never have to pay a fee to use the amenities.
I feel we should privatize the trash pickup, only on new routes; the current garbage routes should remain with the city, allowing Denver to move forward on sustainability. There are many private garbage companies that have the way with all to expand their businesses, and take new routes and as our fleet oftrucks start to become obsolete we replace these routes with private garbage companies. I?m currently working with a few that we will allow to go to bid, and we will not always go to the cheapest bid; that?s so 1950 mentality.
As far as cutting costs, we will need to get our house in order, we need to get all of the City Officials and Departments and Agencies talking again; allowing transparence of all budgets and adding a Department of Compliance to assure we are all following the law. It's time to remove the blinders and remove the cancer that is embedded within our City and County of Denver. The current Administration and City Officials are never called to task at any of these committee or city council meetings; they have become emboldened to act in a manner of total disregard of the Denver City Charter and the Municodes of Denver, Colorado. As Mayor, I guarantee we will not operate the City and County of Denver in this manner again. I have so many out of the box ideas to generate revenues that I will only touch on a few, as my campaign moves forward I will speak of more. I have to watch that my ideas stay with my campaign; and not wake up and see my competition on TV pitching my ideas to the Citizens of Denver as if they were their own. 1.Biodiesel Technology: As Mayor, Under an Emergency Management Preparedness (I have worked with FEMA for a few years back East coast) we will grow an algae based feed stock to sell to various Biodiesel manufactures. We will use the insisting lakes and ponds in our parks; as algae ponds. (It grows in Washington Park starting every spring.) We would use a special strain that could yield 10,000 gallons per acre; did you know it takes one acre of corn to produce 18 gallons of ethanol? For you none believers; that told me if this was such a great idea why isn't anyone doing it; Ask the candle makers what they said about Thomas Edison when he first talk about the light bulb? We are just going to cultivate and grow what?s already abundance in our city parks, can you say jobs; Can you say Cha Ching?? In the Denver Metropolis: 12 Year Plan estimated $400-$600 Million by 2023 going into the general fund, and then have enough money to move to a vertical vat systems that will yield 20,000 gallons per acre. I will explain as my campaign moves forward, this is defiantly a top secret project; I have been in this business for many years. 2.City Tax Revenue Share: As Mayor, I will work with other Cities across the nation, which use trains (Fas Tracks), as public transportation currently Denver does not have enough people to keep this system going in Denver. I have spoken to a contact in RTD that told me I was correct in my assessment, but they are going to continue to complete the build-out. My home town of Phoenix, Arizona two years ago just launched our equivalent of our Fas Track System; the difference is Phoenix Metropolitan area has a population of 4.5 million people with a general Phoenix population of 2.5 million. Whereas Denver Metropolitan area has a population of 2.5 million with a general Denver population of less than 600,000 thousand; Phoenix Officials are worried that their Fas Track system won?t be able to sustain such a public transportation system.
I will explain more on this plan and what type of revenue we will be able to see not to mention the jobs this will create; as my campaign moves forward, I have to keep some of my ideas under wrap so that? Well you know!
3.Denver the Sexy City: As Mayor, I will take my experience and we will be working with the movers and shakers from the Arts, Beauty, Culinary, and Fashion, Film, and Music world. We will promote a user friendly atmosphere that will draw these six revenue streams to Denver because of positioning.
I was the promotional and advertising director of the Promenade on South Beach, Florida for 5 years I learned how international and national visitors played a key role to the City Sales Tax Revenue supporting Miami's General Fund.
I believe that Denver will be the new hot spot for these types of visitors. We want to expand these industries not only in the Denver, but so many areas in Colorado that will afford these production houses to open shop in Denver and beyond. As Mayor, I offer the experience knowing how to deal with such movers and shakers; I'm not and will never be a politician; my ideas will never work on a State or Federal Levels.
It is because of my extensive experience and the willingness to knock on any door to get what we need for the prosperity of the City and County of Denver.
I guarantee there is no candidate that has sacrificed four years as I have to learn the City and County of Denver from going under cover walking 5 Points, Lincoln Park and various barrios speaking to the citizens, investigating the Denver Police Department, Sherriff Department and the Jails. I have many contacts in many of the fields mentioned above; again I will have to wait as my campaign moves forward to explain further. 4.NFL in the Parks: Since most Denver Metropolitan Citizens can't afford going to a NFL game, I propose a Family Tail Gate Party in Washington Park that will be free to the Citizens of Denver, but all others will have to pay a minimal fee to see the Denver Broncos play different teams. We will have sponsors (Non-alcoholic and alcoholic beverages) to help fund the biggest tailgate party in the nation, we will have concessions, and booths to allow small businesses to promote and sell their products and services.
Whilst, everyone watches the football game on jumbo trons, in 2 different areas of the park for non-alcoholic viewing and alcohol viewing.
This will be part of the Reward our Citizens Campaign.
5.Denver Motor Pass: As Mayor, I will introduce this incentive that will fall under the reward Our Citizens Program what this portion of the program is to give the Citizens of the City and County of Denver to be able to drive 10 miles over the speed limit in major theurofairs and streets. This will how ever be a fee based program and a defense of driving school license will be needed to be able to gain access to this program and will only be available to the Citizens of Denver at this time. I will speak of this more as my campaign moves forward, I can tell you this we have the power of the people to move Denver to prosperity like no other city in the nation. This program will allow Denver Police to concentrate on more sinister crimes and allow the Citizens of Denver a worry free commute to and from the destinations.
Remember, this is only for the citizens of the City and County of Denver; and there will be rules but that will be explained later.
Hence the richest City in the nation? BOOM BABY?!
Q. Do you think that services, such as hair cutting or massage, should be taxed? Explain your answer.
A.Yes I feel that all services should be taxed; why should Mr. and Mrs. Denver at their card shop charge tax to their customers, yet Mr. and Mrs. Beauty don't have to charge because they are a service.
I have lived in some of the largest cities in the nation; they charge taxes on all serves and no complaints.
